SHOE The Civic Platform, aware that the owner of the cement plant has launched a new project to the City Council, formally requesting the inclusion in the next plenary convened specifically in relation to the status of your request MODERNIZATION Cement of that factory under the assumptions specified below, urging the Ministry of Environment for consideration with a focus on defining the conditions for issuing the new Environmental Authorization
1 .- The emission limits are permitted in the new AAI for NOx and SO2 should be tight as agreed in 2001 between the Ministry of Environment and Cement Manufacturers Association of Spain (OFICEMEN) not increased by 30% as requested by the company "because of the peculiarities of this plant and its raw materials, and as he has admitted the Ministry of Environment. It is obvious that the construction of a new furnace with the latest technologies and non-use of waste for incineration, as well as the "rendered inert waste Albega" as raw material, create conditions in which such increases meaningless emissions
2 .- To check and remove the anomalies in the gas filtration systems detected by the CSIC and the establishment of stable emission profiles, removing any by-pass system existing in those
equipment
3 .- To review the Environmental Impact Study carried out, given the gaps and constraints identified by the group Atmosphere, University of Huelva
4 .- To reduce and slow down immediately and effective level noise affecting the population, especially the night Fog "as a result of the activity of the cement, also studying the reduction of noise emissions, dust and traffic of vehicles that provide the raw materials
5 .- modernize and regulated through appropriate works vehicle access to the cement plant, which now constitute a clear risk to road traffic
6 .- To implement new Susceptibility booths facilities in areas within, near and far, on the premises of the factory, providing them with adequate means to monitor metals and other elements of those currently lacking, thus allowing real effectiveness to determine the impact on population and the Natural Environment
7 .- That the height of the tower is reduced within the technically permissible limits for visual impact impinges as little as possible on a Historical Fog, which does not seem to worry the Department of Culture
